Comparison of the requirements for lighting in workplaces in the German regulations of the state and the social accident insurance institutions with the requirements in standardization

Discrepancies between current standards and the regulations adopted by the state on lighting installations can lead to conflicts during planning and in workplace practice. The expert opinion drawn up at the request of the Commission for Occupational Health and Safety and Standardisation (Kommission Arbeitsschutz und Normung, KAN) therefore analyses the overlaps between the requirements placed on lighting installations by the recently revised European Standard DIN EN 12464-1:2021-11 and Technical Rule for Workplaces ASR A3.4 with regard to the concerns of occupational safety and health. The expert opinion is intended to contribute in this way to the formulation of lighting regulations and standards concerned with the visual and non-visual effects of light. In order to gain a more complete picture of the various bodies of regulations and standards, a range of documents issued by the German Social Accident Insurance (Deutsche Gesetzliche Unfallversicherung, DGUV) and employers liability insurance associations were consulted, along with complementary publications from standards organisations.

The expert opinion was completed on schedule and to budget, submitted to KAN and presented to a group of specialists in the field. In the opinion of these specialists, the expert opinion will make helpful contributions to the work of various bodies and aid their efforts to build up a coherent corpus of regulations and standards. The Commission for Occupational Health and Safety and Standardisation will decide on the further use to be made of the expert opinion and whether it is to be published.
